Dear Policy Group members and friends,

Happy New Year!!
To give you some new feeling in 2009 for our monthly lunch at Central, we decided to switch to a new restaurant at Jubilee Street near the Hang Sang Bank HQ (see map attached). We have reserved a very isolated corner in the restaurant with reasonably good 'privacy' to allow better discussion.
For the Jan lunch of the coming Friday, we've invited a 老鬼 Patrick TSANG (曾廣海) to share with us an interesting topic on public administration. Patrick has been pursuing his political study in Australia in the past few years, and has done quite a lot of research on the international practices on public administration. We are most pleased to have his agreement to share with us his views and insights on HK practices. Over the years, Patrick has also published quite a number of articles in local newspapers on political and public administration issues.
The lunch will start at 12:30 with the following details. The lunch will be very causal and informal.
