Is Compulsory and Suspiciousless Student Drug Test Lawful or Unlawful?「校園強制驗毒之法理探討--學生的私隱及同意權問題」

About the Speaker

Mr. Patrick Tsang

l   Convener of Public Governance Group, HKUGA

l   Master of Public Policy and Master of Laws, The Australian National University

About the Topic

l   Why US and UK can do it and we can’t?

l   Why in US and UK, parent can give consent for their child on drug test and in Hong Kong, we can’t?

l   Why in UK, the police can play an active role in school drug test and in Hong Kong, our police can’t?

Patrick Tsang would like to share with you his research findings which show that HK can practise the same as that in UK & US lawfully, but our government has failed to exert its power to pursue a justifiable and lawful course of action against the proliferation of youth drug problem.
