The talk will highlight the problems and lessons of SAR governance over the past 15 years since reunification in 1997. Hong Kong continues to be plagued by political quagmire, internal social divisions, and the lack of a clear identity. The expectations and anxieties of the new generation are also imposing a different kind of political and social challenge to the government.
In his election campaign, Mr CY Leung positioned himself as a challenger and reformer from within the establishment. Now that he is elected as the next Chief Executive, his new Administration has to display both vision and leadership in addressing the various deep-seated problems and anxieties, and to be proactive in preparing Hong Kong for universal suffrage in 2017.
In this talk, both the challenges as well as opportunities facing the Leung Administration will be explored.
Professor Cheung, alumnus of HKU, is President of the Hong Kong Institute of Education and Chair Professor of Public Administration. He received his PhD degree in Government from the London School of Economics and Political Science, University of London, UK. He has written extensively on governance, privatisation, civil service and public sector reforms, government and politics in Hong Kong and China, Asian administrative reforms, and internationalization of higher education.
Professor Cheung is a Non-Official Member of the Executive Council of the Hong Kong Special Administrative Region, Chairman of the Consumer Council, Chairman of the Subsidised Housing Committee of the Housing Authority, member of the Greater Pearl River Delta Region Business Council, and member of the Board of Directors of The Hong Kong Mortgage Corporation Limited. He is also President of The Asian Association for Public Administration (2012-14).
Professor Cheung is the founding chairman of the policy think-tank SynergyNet and a founding director of the Hong Kong Policy Research Institute. He is also a former Member of the Hong Kong Legislative Council (1995-97).
